vb.net - client gives error 10060 when sending message to a TCP port -

we using vb.net chat application uses tcp client send message.it uses tcp port 25025.in cases error 10060 client when sending message.also error not continuous , intermediate.in both pc windows firewall , antivirus firewall off.to troubleshoot problem have tried telnet , netstat command , worked without error.what may possible reasons error , how troubleshoot?

error 10060 'connection timed out'.

check timeout parameters sockets/tcp client/server objects. check not looping somewhere waiting response, etc.

without source code or farther information, other diagnosis difficult!
