is there way add together checkbox mandatory slider question giving user alternative not move slider check box says "don't know" or "cannot answer"?

no, not straight in core but:

you can utilize 'array filter' advanced setting question before : multi checkbox : don't know, don't want reply or can utilize 'array filter exclude' advanced setting question before : multi checkbox : know , want answer

the slider question type alow numeric reply (or empty answer), can not utilize other type.
