When does a TOGAF ADM Cycle start - what initiates it? -

i trying understand togaf , adm university project. after reading on togaf documentation left quite basic question.

when adm cycle start - initiate it? while first run might triggered decision utilize togaf ea-management trigger executing 1 time again , again?

i hope understand problem.

so cycle phases through h.

obviously, first time through cycle triggered want organization have proper architecture practice.

but part of phase h "change monitoring". architecture governance keeps eye on changes going on (business changes, new competition, new laws, new technology comes along, etc) , decides it's time start phase again.

it's deliberate decision made while in phase h, while responding change, alter "big enough" warrant fresh adm cycle. otherwise, smaller changes, can incorporated architecture , work performed without needing go through whole process.

for instance, if company decides upgrade windows 2008 windows 2012, might not trigger redesign of architecture. if company decides should able work outside office (at home, @ client's office, etc), might need lot of re-thinking way business, info stored, security, technology, etc.
