what's best way combine regular osm-tilemill-mapbox tiles adobe illustrator vector diagrams?

e.g. let's have typical map of city, , want add together 1 special feature: city's theme park, want have zoom level graphic designer overlay theme park rides.

what efficient process doing this? , have 100's of special features eventually, not one.

also wondering if using tilemill 2's vector tiles have advantage in case too.
