xslt - How to avoid fo:block thin/empty box printing at the bottom of page -

i writing xsl-fo generate pdf report.

in pdf, display content within rectangular box using fo:block border.

<fo:block border-width="0.5pt">.....</fo:block>

in cases, when box starts @ bottom of page & if there no plenty place print content lean box printed & in next page new box appears content. please refer below image explains issue:

fo:block has attribute keep-together.within-page="always" makes sure if fo:block content doesn't fit in page pushes next page doesn't resolve issue because pushes content downwards when half of page available print & content doesn't fit creates blank space in page, not requirement.

is there anyway avoid printing thin/empty box shown in image?
