is possible send video stream using rtp resolution of 800x600 on net in real time?

i've read mtu limit don't know how accomplish limit resolution compressing h264.

what techniques utilize popular video chat programs this?

i've tried lot of compression can send resolution of 400x300.

it doesn't matter: h.264 rtp payload format supports fragmtation of larger nal units meet mtu contraints. need utilize non-interleaved mode supports fragmentation of nal units instead single nal-unit mode 1 rtp packet contains 1 nal unit.

this depends exclusively on definition of 'real-time'. applications such video conferencing considered real-time. in scenario such yours, have much more critical latency constraints. that's whole different story , depends on whether:

your 'machine' can compress video @ 800x600 30fps network e.g. wired/wireless, e2e, latency, bw, packet loss, jitter

also, in such case, need consider happens when packets or steering info lost? safety considerations if machine crashes, etc.? rtp typically sent on udp latency reasons, means rtp packets can lost. while can send on tcp, in case, should absolutely not, rtp on tcp can result in huge packet arrival delays.
