jquery - Scrollbars stick on top while entire page is scrolling -

the webpage i'm working on has link anchor , anchor (pretty simple case).

the link :

<a href="#target">link</a>

and anchor :

<a name="target">anchor</a>

when click on link, entire page scrolling anchor : ok however, vertical scrollbar seems not affected scrolls, remains on top : ko

so basically, 1 time clicked on link, , 1 time page has been scrolled down, there no way go top scrollbar.

i know jquery used on webpage not purpose. guess jquery sideeffects don't know how find/debug it.

i'm afraid css causing troubles.

guys if have ideas how debug it, please allow me know !
