java - Difference between tomcat in startup and service-based execution -

i have weird problem. have j2ee application uses safenet sentinel keys hardware lock. , it's working fine every else.

in special case on virtual machine win 2012 server , mounted hardware. tomcat running service sees key when tested startup.bat i'm getting errors saying hardware not exists

both tomcats same , tried running startup.bat administrator makes no difference
